Taft is portrayed as a large, fat lamb with a cow bell that says T.R. He, as well as Teddy, are very happy.

The message is that Roosevelt and Taft are very friendly with one another and are just like best friends. It shows that Roosevelt is in charge of Taft since there is a cow bell around Taft's neck that bears Roosevelt's initials. It also shows that Teddy and Roosevelt have the same ideas and are "allies."
